My plan:

Rename Department of Homeland Security the "Department of Defense". Assumes duties of border, immigration, coast guard, etc. You know: defense. Same thing it's supposed to be doing now.

Rename Department of Defense the "Department of War". (Or, if too un-PC, "Department of the Military".) You know, same thing it's doing now.

I like this idea and the last time we had a Dept of War, we actually used it!
