Except that the state administration's budget writers have for years been diverting the flow of supposedly dedicated gasoline taxes to other purposes, which is dirty pool.

You, sir, have hit the nail on the head. Everytime some governmnet nitwit down there claims that the gas tax won't cover present road maintenance, let alone new roads, just point out to him that only 11 cents out of the current 20-cent gas tax actually is spent on state roads. 5 cents goes toward your public skrools (IIRC) per your state constitution and the other 4 cents is misspent in direct violation of your constitutional mandate to spend the other 15 cents on state roads.

The issue is what is being sold, who receives the proceeds and where is the taxation stream that pays for maintenance coming from....it is a way for the public servants to keep taxes from being raised by the private companies unfettered ability to raise FEES...and to stick the taxpayers for emergency Bond issues....I think it is a scam...
