I attended a Skywarn training class while a student at the U. of Kanas, but didn't have the time or money to get the ham license.Getting a license is very easy these days, especially since the morse code requirements have all been dropped. A basic handheld radio can get you on the air for local contacts for about $150.

A basic handheld radio can get you on the air for local contacts for about $150.The testing fee is $14.00, charged once, no matter whether taking any one, two, three or all four test elements, one time. Failure to pass an element requires an additional fee if retaking that element.
