As long as there are soldiers there, with no other place to go, then yes, it makes sense. In this case, the bean-counters are the last ones who should be consulted.

See my post in #10. The snippet "Next year, the Navy will do a major renovation on the bachelor enlisted quarters right across from the hospital entrance to prepare it to house our wounded warriors." in the linked story shows that a plan was already in the works and should be under way since we are now in "next year." Did the WaPo mention that?
