A generic condom probably costs NYC a few cents. I would rather the 'target population' use these condoms (I am sure that the condoms will be handed out in the third world areas of the city and not on wall street). It will end up saving the city/state a ton of money in welfare, foodstamps, and medicaid in the long road- I am all for handing out these condoms on Valentines Day.
