From what I heard, the supervisors and other agents knew about the incident, and it was the supevisors who didn't file a report. And apparently (someone can correct this if it's wrong) the supervisors are the ones who are supposed to file a report.

Yes, because everybody knows if you want to get to the bottom of something, you should get your facts from the father-in-law of the convicted felon.
