Chinese Regime Classifies Meteorological Information as State Secrets

The new regulation stipulates that foreign individuals and organizations are prohibited from carrying out meteorological observations and establishing observatories in mainland China without permission. This regulation also applies to CCP state agency personnel. Those who violate the regulation will be charged with spying and leaking national secrets.

The regulation requires anyone who carries out meteorological observations within Chinese territory or the waters within its authority or anyone who forwards relevant meteorological data to comply. The regulation does not, however, specify the boundaries of the waters that lie within Chinese authority.

These new measures for restricting meteorological information will be incorporated into the state secrets protection laws and will restrict access to general weather information.

According to one report from the regime's state-run Legal Net, from 2000 to 2006, 80 percent of foreign organizations that carried out meteorological observations, did so without permission.

The report also points out that last year, one Japanese enterprise collected meteorological information in Xinjiang, China's northwest province. However, the report does not say why it impacts China if overseas agencies have access to meteorological information.

With the new regulation in effect, these organizations stand to be accused of violating national security. This regulation will have a major impact on national defense policies.

Currently, in China the use of electronic geographic information at a detailed scale of 1:50,000 or higher and Global Positioning System (GPS) measurements are seen as potential ways that state secrets could be jeopardized, and their use is highly restricted.

I'd wager it has nothing to do with the weather data, and everything to do with just another layer of control of the people.

Trouble making farmer? He has "unauthorized" rainfall measuremnts? Voila! Spy; Enemy of the State!

Folks that have fought brutal wars on their homeland (the Rodina) have some strange habits.

When I worked an oil spill in Russia (Komi actually) we tried to get contour maps and aerial photos. What we got was a visit from the fuzz.

After much negotiation (and some cash) we were able to view local maps, no copies, no photos. We wound up buying Spot photos and worked from there.

State Security. Man, wutta trip. But my bad German seemed to work as well as my *really bad* Russian. Go figure.

Scary part is, Accuweather.com, and specifically Joe Bastardi, lobbied US Congress in 2005 to pass a similar law in the United States. It almost passed!
