I was thinking the exact same thing. The phrase 'end the war' is completely wrong in this case. She can advocate ending American presence, but the violence will still go on (and would probably intensify).
It's a cheap, easy way out for her position to be presented as "ending" the war, as though there's going to be some sort of armistice.
