Provided they don't have a criminal record, or a history of mental illness, and provided they also have a secure location to store the weapon when not in use (a safe, basically) then yes.
There are calibre restrictions (no larger than .38 in most cases) barrel length restrictions (revolvers must have a barrel of at least 100 mm, other handguns a barrel of at least 120 mm) and capacity restrictions (no more than ten rounds) on a standard handgun licence, so there is a lot of regulation, certainly - but you can own handguns.
