CA: Bold move on global warming (A WORLD FIRST: Gub to reduce carbon content of motor fuels)

Sacramento -- California will create the world's first global warming pollution standard for transportation fuels, ratcheting down fuel carbon content 10 percent by 2020 under a plan put forward by Gov. Arnold Schwarzenegger Tuesday in his State of the State address.

The new standard could have implications for the auto industry and change the way gasoline is produced around the globe. Environmentalists hailed it as a way to reduce one of the state's chief sources of greenhouse gas emissions and kick-start fledgling alternative fuel technologies.

"This is a big deal. This policy will be noticed worldwide," said Eric Heitz, president of the Energy Foundation, which monitors the world's energy technology.

Advocates of the proposal said competition from alternative fuels and a reduction in dependence on oil would prevent gasoline prices from rising, but oil companies said changing the mix of fuels to reduce carbon emissions would carry a cost.

"I can't predict what the price will do. All these decisions we will be making going forward will be difficult. There will be economic consequences somewhere," said Cathy Reheis-Boyd, Sacramento lobbyist for the Western States Petroleum Association. "How much and who they're allocated to remains to be seen."

--snip--

"Our cars have been running on dirty fuel too long. Our country has been dependent on foreign oil for too long. I ask you to set in motion the means to free ourselves from oil and from OPEC," Schwarzenegger told a joint session of the Legislature.

Schwarzenegger plans to issue an executive order requiring the state's Air Resources Board to draft rules for a new carbon fuel standard, which would take effect in January 2010. His authority to do that comes from landmark legislation signed last year aimed at reducing greenhouse gas emissions across a wide spectrum of industries.

Oh this should be good! Now California can pay $3.50 a gallon for gas while the rest of the country is paying $2! Thanks Arnold!

Already as crude prices plunge to 2 year lows, still California gas prices haven't budged downward at the pumps for a month. We're holding steady at $2.59 a gallon while much of the nation is around $2, and it's precisely because of this kind of enviro nuttery that doesn't change a damned thing other than to make me more broke.

Go away Arnold. You've worn out your welcome with me. I wish I could take back both votes for you you enormous phony. Get your balls back from that emmaciated space alien you call a wife, that Kennedy tramp, and start governing like a conservative. I would never have voted for you if I knew you were going to become Al Gore the 2nd.

Are they counting 10% less carbon per unit of energy delivered or are they just counting 10% less per gallon and relying on people to not notice that they are burning 10% more fuel to get from point A to point B?

Obviously this raises the cost of gasoline.

What does lowering the carbon content do to its efficiency as a fuel? Do you wind up burning more fuel to get the same energy output? Or less fuel?

What does that mean with respect to biofuel, what is its carbon content?

Less carbon? Is there less carbon per Btu in ethanol than heptane?

Thanks, but the only warmer clime I'll move to is Hawaii. Otherwise I prefer to head off to a colder clime. I like the seasons. I get sick of weather that's exactly the same 90% of the year.

I'm hardly "star struck." I never cared for the man as an actor. I just heard him talking a good game sounding like a fiscal conservative, and without a WINNABLE alternative he was definitely better than the Dems. I could overlook his stand on the social issues in the hope we'd have a governor who draw down spending and hold the line on taxes. But I'm more intelligent than to vote for someone because they're a movie star. Give me some credit.

"10% less carbon"

HMMMMmmmmmm....

The "carbon" part of gasoline comes from the generic description of this class of fuels - Hydrocarbon.

I think I see where he is going. Less carbon must then equal a little more hydro - perhaps 10% more.

In liberalspeak, if I can translate this: He's going to require that when you buy 10 gallons of gasoline, you must also squirt a gallon of water into the tank, too. So there's your 10% carbon reduction.

It will be interesting to see how that works out.

Yeah, but the Democrats I've met over there are sane unlike their mainland cousins. Hawaiians don't do anything in the extreme except maybe enjoy life. And they don't take themselves too seriously unlike the blowhard liberals here in California.

They can replace half the heptane with hexane, which will reduce the octane to about 40, and will cause gasoline tanks to explode when the air temperature reaches 120 this summer.

Schwarzenegger plans to issue an executive order requiring the state's Air Resources Board to draft rules for a new carbon fuel standard,

ROFL!
The California Air Resources Board told us that MTBE would clean our fuel and lower air pollution.
MTBE decreased mpg, increased air pollution and poisoned our water.
