CA: Gov. (Schwarzenegger) To Pitch Sweeping Environmental Plan

Gov. Arnold Schwarzenegger is expected to call for a bold new environmental plan in his State of the State address Tuesday evening.

The speech, scheduled to begin at 5 p.m., will call upon Californians to make the Golden State a leader in the fight against global warming, NBC11's Mike Luery reported.

"I propose that California be the first in the world to develop a low-carbon fuel standard that leads us away from fossil fuels," Schwarzenegger said.

The governor said he wants to see 7 million hybrid and alternative fuel vehicles on California's roadways. That's more than 20 times the current amount, Luery reported.

"Gov. Schwarzenegger will announce an aggressive goal to reduce the carbon intensity of California transportation fuel by at least 10 percent by the year 2020," said Secretary of the California Environmental Protection Agency Linda Adams.

The governor's plan calls for using more ethanol, hydrogen, natural gas and electricity. Schwarzenegger also wants to expand California's alternative fuel markets by three to five times.

"Let us blaze the way, for the U.S., for China and for the rest of the world. Our cars have been running on dirty fuel for too long. Our country has been dependent on foreign oil for too long. I ask you to set in motion the means to free ourselves from oil and from OPEC. I ask you to encourage the free market to overthrow the old order. California has the muscle to bring about such change. I say use it," Schwarzenegger said.

Political blogger Bill Bradley said the plan is ambitious and shows a different side of Schwarzenegger.

"Because you think the 'Terminator,' the cigars, the Hummers, the leather jackets, you don't think, 'Oh, he's going to go out hugging a tree,'" Bradley said.

Bradley said the governor is a realist and pragmatist, whose environmental plan will succeed, with or without the cooperation of the Legislature.

What an embarrassment. As I said on another thread, Arnold knows global warming is real because he saw it in a movie.

Schwarzenegger Takes on Global Warming

SAN FRANCISCO (KCBS) -- Governor Schwarzenegger has announced he will issue an executive order to reduce carbon levels in vehicle fuel. The order will be a major step forward in implementing California’s landmark law to reduce greenhouse gases.

"The governor's goal will be to reduce the carbon intensity of our transportation fuel use 10 percent by 2020. What that means is that fuel providers will have to meet a declining standard of carbon intensity between now and 2020," said Dan Skopec, undersecretary for the California Environmental Protection Agency.

Fuel refiners will have a variety of ways to bring down carbon content, and the governor’s administration is hoping that the trend will also result in less dependence on petroleum-based vehicle fuel.

"Addressing transportation is a key component of the state's solution on meeting California's newly enacted greenhouse gas emission goals," said PG&E CEO Tom King, who supports the order.

In fact, the plan has the support of many oil companies, according to Schwarzenegger’s Senior Advisor, David Crane. The governor has not said exactly when he will make the order.

OK, how in the heck does he have the authority to do this through executive order? Anyone? And I guess there's no doubt now that Robt. Kennedy Jr. is running the state of California.

The Governor's Executive Order directs the Secretary for Environmental Protection to coordinate the actions of the California Energy Commission (CEC), the California Air Resources Board (ARB), the University of California and other agencies to develop the protocols for measuring the "life-cycle carbon intensity" of transportation fuels. This analysis will become part of the State Implementation Plan for alternative fuels as required by AB 1007 (Pavley, Chapter 371, 2005) and will be submitted to the California Air Resources Board for consideration as an "early action" item under AB 32. The ARB will complete its review of the LCFS protocols for adoption as an early action no later than June, 2007. Upon adoption as an "early action" by the ARB, the regulatory process at ARB will begin to put the new standard into effect. It is expected that the regulatory process at ARB to implement the new standard will be completed no later than December, 2008.

Last September, Gov. Schwarzenegger signed AB 32 by Assembly Speaker Fabian Nunez (D-Los Angeles), California's landmark bill that established a first-in-the-world comprehensive program of regulatory and market mechanisms to achieve real, quantifiable, cost-effective reductions of greenhouse gases.

We already pay $2.50+ a gallon. I guess he wont be happy until we are paying $6.50. I suppose his next plan will be for taxpayers to pay for the gas of illegals, who cant afford the new reduced carbon fuel.
