Nobody beats Ford in the categories of knowing what the country needed. Nobody but Grover Cleveland beats him in using the veto to stop anti-Constitutional shenanigans.

But he was largely useless on national security and foreign policy. The only reason he isn't remembered as one of the worst ever in those categories is because he was followed by the absolute worst possible President in those categories.

I would also submit that if war against Iraq was not justified--even without the WMDs--then there is no justification for war by American forces anywhere at any time.

I'm sure there are more than a few dead South Vietnamese waiting in line to have a word with Ford about how he handled North Vietnam after they broke our agreement about staying north of the DMZ after we left.

Nixon was very bad in a lot of ways, but his move to recognize China and drive a wedge between them and the Soviets was brilliant. Not cost free, but brilliant. It was one of the key elements of winning the Cold War.

Ford played the bad hand Nixon left him and played it well.
