What this did was encourage Columbia as a marijuana exporter. With the bales of Columbian pot came cocaine which turned into a drug and crime epidemic. Dr. Bourne was forced to resign when he got caught writing prescriptions for Quaalude, in a phony name, for a White House staffer.
