It means the death penalty is nullified in California. Just as well when you consider that in practice carrying it out has been rare. I expect the Nine Circus to concur in the judge's decision - that's a given.

The U.S. Supreme Court has upheld executions -- by hanging, firing squad, electric chair and gas chamber -- despite the pain they might cause but has left unsettled the issue of whether the pain is unconstitutionally excessive.

What gets me about this is they will never use a quick but brutal method such as a bullet in the head or Guillotine. Ooooh! that is bloody or icky. It could never be as compassionate as the lethal injection. Why we would rather not have executions than do something bloody!
There is an unwillingness to have an honest discussion about execution among the powers that decide. Most wish the issue would go away and the others are against Capital Punishment. The fact is and execution is a simple brutal process that should be carried out by the quickest simple methods like a Guillitine or bullet in the head.

Seems to me California has pretty much outlawed the death peanalty in the fact they execute so few people and there is like a 25 year time between the time of conviction to execution.
Seems simple in California. Commit a death applicable crime after the age of 45 and you will never be executed.

Next, this particular judge will rule from the bench with this proclamation, " Prisoners to be set free with no more prison sentences at all, criminal suspects will not be prosecuted at all, and the police are only allowed from this point on to ensure traffic safety only".
