Wow, you missed Section. 8.
The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
Back to school for you ;)
Do you want to protect the terrorists, or do you just hate the President that much? And what does the judicial branch have to do with the legislative branch?
Wrong. That is subservient to the clause relating to taxes- showing what taxes are to be used for: defending the country. NOT that Congress is the CiC.
Why don't you read your tagline before posting.
"The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;"
This is talking about money. It is not talking about leading a war. That is the job of the President and is explicitly spelled out in Article II Section 2.
