only one reason, Bush feels the troops deserve an apology and since they are fighting for us overseas we need to fight for them here at home.
Well they aren't going to get one, we all know that. Bush shouldn't address Kerry directly, the Dems will jump on it and try and make it look like Bush is making a political issue over it. Let Kerry try and explain it away on his own, don't give him an out.

That was my thought - apologize to the troops for the behavior of the Democrats and then remind them that he, the Republican party and the rest of America stand squarely behind them.
