I think they did the other shootings basically as target practice, preparing for DC. That's what I recall reading at the time, at least, when they mentioned or implied other shootings, but there wasn't enough information to be specific.

Can't quite put my finger on why I think so, but I'd personally bet that his killings coincided with his conversion to Islam.
Can anybody help me out here? It's totally unfounded of course, since everyone knows Islam is the Religion of Peace....
