Absolutely NOT the reason why.
All mind-altering drugs WERE legal in America until 1914 -- it's so ironic that someone like Soros who favors government intervention in every facet of life and wants to destroy America as we know it would support a return to the laissez-faire approach to individual liberty and personal responsibility that existed long before socialism was ever accepted as normal. It's typical of Drug Warrior pseudo-conservatives to use the specter of Soros to push their authoritarian, prison-packing nanny-state utopian agenda that causes far more damage to society than it solves.
(Of course, he probably couldn't care less about the 'personal responsibility' part of that equation, but that's another story ...)

Tyrants need an ogre to stir fear. Soros knows that and plays the role well. He wants a legacy...abolish freedom of the individual and bring worldwide fascism. Once America falls to tyranny the world will quickly follow.
The Jews of Berlin voted for Hitler. Soros was a Nazi and well remembers that lesson. The drug warriors are his dupes!
