Their service was for the good of the Nation. Therefore, the heads of the Nation need to step in and resolve the problem if the state is unable to do so in a just manner.

I don't see what the injustice is here. The taxpayers of New York were paying full salaries and benefits to these reservists, so the notion that the reservists should basically get paid twice seems ridiculous.

I have a similar arrangement with my company for jury duty. The companies gives up to ten days of paid "leave" for its employees in a year if they get called up for jury duty. As part of this arrangement, we must give our jury duty reimbursement checks to the company in return.
