Our Dubya's dad, looking a hale and hearty 80-something, watches the golf tournament. [Interestingly, notice that even the former President is wearing an ID badge. Hmmmm...would Irish and tournament security really not recognize him?]

Amy Mickelson, wife of Phil Mickelson, laughs with GHWB as they watch the fourball match between the U.S. pair of her husband and Chris DiMarco against Europe's Lee Westwood and Darren Clarke on the first day of the 2006 Ryder Cup.

Former President Bush watches the morning fourball with U.S. Ryder Cup player Scott Verplank, left, and unidentified officials.

Personally I agree with all wearing ID badges at such events, if I remember correctly at the world cup in Germany the coaches (team managers) all wore them.

It does quickly identify who people are and what areas they are allowed to be in and to answer your question I am sure there are a lot of Irish who would not recognise him as I am certain there are many English people who would not recognise him as well.
