As I started to enter the building, I saw smokke coming out of it. I realized that it was on fire, so I backed off.

He was apparently with the fire department, so he most likely wasn't armed, but running from a coyote? Come on! Ignoring the outright lily-livered wussiness of such behavior, running from any predator is the surest way to invite a chase/attack.
I wouldn't want to be surounded by a four or five of them when I'm unarmed, because if they manage to get you down you may have a problem, but one? Bring it on, ya dern mutt!
