Manual Recount Begins in Milwaukee (Post Recent Primary Voting)

MILWAUKEE, WI (AP) -- A manual recount has been started of the number of votes cast in Milwaukee during Tuesday's primary election after election officials said the city polling-place records had to be re-examined because the reported turnout appeared to be greatly inflated.

Mayor Tom Barrett said he had every reason to believe that the manual recount that started Thursday would show that the error was only in turnout figures.

"No one has suggested that individual races were affected," he said.

The recount was started after the Milwaukee Journal Sentinel reported its analysis found the total reported for the city could be tens of thousands of voters higher than the number that actually cast ballots.

For example, the city reported that there were 78,801 ballots cast for the major-party candidates for attorney general.

But adding the votes cast for the two Republican and two Democratic candidates gave a total of only 40,971, the newspaper said. That would indicate 37,830 voters did not cast ballots in that race, which would be highly unlikely for one of the most hotly contested elections on Tuesday's ballot.

Officials from the county and city election boards said Thursday every ballot bag from every Milwaukee ward would be reopened for the manual recount, which they described as a step above the county's usual canvass of city election results because ballot bags are not usually opened.

City Election Commission executive director Susan Edman said she took full responsibility for the city reporting inflated voter turnout numbers. She blamed it on an isolated computer error caused by software programmed by her office.

The hand count was necessary both to confirm how many ballots had actually been cast and to reassure the public that her office was responsibly managing the city's elections, she said.

Barrett pledged that the problem would not repeated in the November general election.

Kevin Kennedy, executive director of the state Elections Board, said the turnout figure must be corrected.

"I need to know by law how many voters there were," he said.

We REALLY need to 'Get Out the Vote' concerning Republicans this November. This is just ridiculous, and incredibly suspicious.

If we're going to win back the Governor's Mansion, and the Attorney General's office, it's going to have to be by making sure EVERY one of our Conservative votes count, especially in Milwaukee and Dane Counties!

It's like watching a train wreck in slow motion. I want a criminal investigation about the crap that's been going on in Milwaukee. I feel like I am getting disenfranchised by illegal & fake votes. Class action suit anyone?

11,841 votes.

About 10,000 of those have been found to be fraudulent to date. A few people have been prosecuted, but just got slaps on the wrists, really.

Count on Wisconsin being a 'Recount State' in the 2008 election if it comes down to the wire and the 'Rats are losing.

Its all those Marquette U students and the North siders causing the problems, right?

I knew someone who lived in Milwaukee and they said that on the day the welfare checks came out, their postman would deliver 15 to 20 checks to one apartment and the street would be filled with cars with Illinois plates. Not just one apartment, but a number of apartments. Its the vote early crowd coming up from Chicago. Time for ID.

This is a dry run. Democrat Election officials are trying to figure out how to manipulate the count with Diebold machines. May takes some time to work out the details. Better to practice on primary elections first, doesn't look as bad.

37,000 / 78,801 = approx what? 48%. Yup. Only a small 48% difference from the stated total. Good basis for multiple manual recounts because of the obvious Amish republican vote fraud. Just have to recount until you get the totals that support the Democrat candidates.
