as Rush pointed out yestersay, when President Bush addresses an issue OR the Nation, it's about the Country.

Not a National Address to say "I did not have sexual relations with that woman....."

Bush's prime-time address showed how he has been able to use the power of incumbency to command public attention and make his points. Democrats objected to the tone.
