Not so much. Note that these are the only ones smart enough to have a truce with the government and go the political route.
Not that they're any less dangerous in the long term, but in the short term they are smart enough to not sign their own death warrants by killing the people who would support them. See the IRA/Sinn Fein history for an example of how to work it.
