Oh, well you know, they have to make sure that it's all safe to use or someone could potentially die as a result. Gosh, those doctors and lawmakers are so smart.

Why?Probably for the same reason why prisoners about to be executed via lethal injection first have their arms swabbed with alcohol. We don't want them to catch an infection or get sick now do we?
