Just buy and register vehicles in Sonora. They have to let them on the road due to NAFTA. Sure see enough of them in Tucson.
I looked into registering a car in TJ to get around CA regulations a few years ago and it could be done using a Mexican "paper" business to lease my car back to me. Didn't follow through.
