Why not accurately call this an act of terrorism?
The whole notion of so-called 'hate crimes' is politically correct nonsense which, aside from institutionalizing legal double jeopardy, creates endless subcategories of victims and undermines the concept moral absolutes such as right & wrong, good vs, evil, etc.
This problem becomes particularly apparent when perpetrators of 'hate crimes' demand more lenient treatment due to their own supposed membership within some additional victim group. (e.g. 'I was somewhat justified in raping that white woman because her great-grandfather may have once enslaved my great-grandfather.')
Fundamental laws & the logic behind them - in this case prohibiting arson - have served society well for hundreds of years.
The problem today is finding Judges willing set aside their personal social engineering agendas and protect society by applying them to their fullest extent.
