Didn't see the other two clocks. So there are *four* clocks all frozen at the same time.
I know that this is *really* stretching it, but the minute hands look a little closer to the "one" than the "two" (by the second marks), the hour hands look closest to the "nine", and in that fourth clock you point out, the "23" is most prominent.
So, in a way, this image with 4 clocks could "read":
