Document ISGQ-2004-00220151is dated 2001 and talks about military contracts with different companies that are part of the Iraqi Military Industrialization Commission (MIC). One of these contracts is the manufacturing of Chemical Warfare Decontamination Trailers. The document said that these trailers cannot be imported because of the blockade against Iraq so the Iraqis decided to manufacture on their own against UN sanctions to do so. Although the trailers can be considered by some as defensive measures from Chemical attacks, but these trailers are also necessary to escort the Iraqis if they were moving chemical weapons from place to another because in case of a chemical accident these decontamination vehicles must be used. In fact during Cloin Powell presentation to the UN on February 2003, he said that the 2002 satellite photos taken recently over Iraq showed presence of these Chemical decontamination trailers which indicate movement of Chemical weapons. Powell quote In May 2002, our satellites photographed the unusual activity in this picture. Also it is hard to believe that a paranoid regime like Saddam cannot simply accept to have defensive action against Chemical attacks from Iran or any other nation without then have the ability to retaliate by using chemical weapons.
Below is translation of page 210 of the document although many more pages talk about manufacturing these Chemical Decontamination Trailers for the Republican Guard units.

Subject: The completion of a task
The Saad Company was already commissioned to design to and manufacture a prototype for the Shower and Decontamination Trailer in the middle of the year 1997 on behalf of the Chemical Class directorate, where our company did make the designs by using the style of reverse engineering and the first prototype was manufactured by the Al Nidaaa and Al Nasr Al Azim companies, and the prototype was tested by the benefited party and the directory of testing and acceptance, and the results of the testing were according to the required specifications.
And due to the success of the prototype by the end of the year 1998, our company was tasked to manufacture (50) trailers for the Department of Defense/Chemical Class Directorate in the beginning of the year 1999, where the prototype production started in the beginning of the year 1999 with cooperation with Al Faw Engineering general company and relying on the locally available material and expertise, where the work was done and all the trailers were delivered to the benefited party despite the difficulties that faced the execution.
The importance of the project is that the trailer is a military equipment that cannot be imported because of the blockade from one side and from the other side because of it is high cost in rare currency that reach and according to 1986 (9,000) dollar nine thousands dollars per one trailer, and that the project has secured the needs of the Chemical Class Directorate for these equipments in quantity and quality where the mentioned directorate distributed these trailers to its units all around the country and they are working currently with very high performance.
Please review and approve the respected Mr. the minister to honor the work team who contributed to the execution of this project and that their names are on the attached list.

Non-moonbat theory: He had, or anticipated having, chemical agents and needed these vehicles for his own men.

I would die of shock if they EVER even recognized these documents.
They have far too much to lose by telling the truth at this point.
I've been checking the few already-translated documents on file at FMSO,and notice most are just given a quick summation. A lot of the "labels" are wrong/misleading.
(eg: A report that is supposed to be an investigation of al al-Qaeda contact turns out to be a list of spare parts for pickup trucks, etc.)
It's nice they made these available, but they are in no order whatsoever-although they should be. Everything is scrambled together: 1996 followed by 2002 followed by 1997,etc.
The impression I'm getting is that the American people no longer care-one way or the other whether the war was justified. They just want it to end-ASAP.
