I don't want to sound negative, but he would have to be damn stupid to say there IS a civil war, even if there was one.
An Iraqi civil war is a creation of the MSM, same as the "quagmire".
It would not be stupid to speak the truth about civil war.
If there is one, then it is necessary to marshall ones allies for the struggles.
In our own civil war, there were not too many whose fear extended to "announcing" the existence of a war. Their fear was their capital city being taken by the opposing force in some Napoleanic grand, decisive battle.
A "civil war" might be a valid term if there were a reasonable number of people, allied together, who sought to replace the present government, or to break away and form their own country under their own rule.
But there is no popular support for that. A poll reported on TV today indicated that 90% of the Iraqi people support the present government, and 70% of the people are against partitioning the country into separate independent regions.
No - what we have is 90% of the population wanting things to progress and improve. We have perhaps 5% of the population that are no more than gangsters, and they want to run the Coalition forces out of the country so that the gangsters can take over.
Think of the gangster probelm in Chicago in the 1920's and 1930's. Imagine if someone suggested that the Federal government agencies (FBI, etc) should have cut and run from the areas that had significant amounts of crime due to gangsters. There isn't much difference, in my opinion.
