This was kicked around a lot during and after the Iraq war. But I think it was rejected for a couple of reasons, including,

• Turkey didn't want an independent Kurdistan, because of secession fears of their own Kurds.
• Small republics could easily be overcome by Iran. Thus a unified Iraq to serve as a containment or Iran was preferable to 3 separate nations.

It cannot be a good idea if Biden is behind it. Trust me, he has some partisan reason for this. Have you not yet learned that these people will never stop killing each other and others?
