And if that seems "harsh", ask them why they don't contribute the whereabouts of these cells to the authorities.
If it is because they wish to remain "impartial", that is false. They wish to protect criminals from capture. They have chosen a side and that is the one of evil.

If they are caught with the terrorists, kill them on the spot. that is what should be done. If we catch them later or arrest them on other evidence. Trial first, then firing squad.

I believe it was one of these "local" photogs that was the first one on-scene of one (or more?) of the "atrocities" claimed to be made by some of our guys (Haditha, etc.). In fact the one at Haditha I believe the reporter had been held earlier by us, as well as the doctor who provided the descriptions of the deceased (the doc had been held on suspicion of treating the terrorists).
