He tries to sound important by the use of certain phrases and emphasizing certain words in a gravelly voice accompanied by the appropriate "serious" frown.
I thought they tried hitting Tel Aviv yesterday with a 120 km rocket, but hit the West Bank instead. The Hezzies are probably rushing a bit while doing the rocket setup these days: Haste makes waste [of some poor block in the West Bank].
