Threat Matrix: Daily Terror Threat - August 2006

Posted on 08/01/2006 9:51:52 PM PDT by nwctwx

:::FreeRepublic's Threat Matrix:::
Syria Tells Troops to Be Ready for Battle
(Full Story)

Syrian President Bashar al-Assad has placed his military on full alert, citing "regional challenges", and vowed to continue supporting the "Palestinian and Lebanese resistance more than ever".

In a speech to mark the Syrian Army national day, Mr Assad said the volatile situation across the Middle East required "vigilance, preparation and readiness" and ordered all units of the armed forces to be on alert.

The comments were interpreted by Israel as a morale booster to the Syrian armed forces and not a call to battle. Israeli intelligence chiefs have assessed that Syria is not in the mood for an open war and is instead content to resupply Hezbollah guerillas in Lebanon.

Al-Qaeda and Hezbollah look to make up
By Syed Saleem Shahzad
Aug 25, 2006

KARACHI - Hezbollah has emerged as the new champion of the jihadist world, eclipsing even al-Qaeda as it battled the might of the US-backed-and-supplied Israel Defense Forces.

Shi'ite Hezbollah's newfound international popularity is likely in turn to encourage closer ties between it and Salafi-dominated al-Qaeda, which had fallen in Hezbollah's esteem for its targeting of Shi'ites in Iraq.

An Iranian intelligence official explained to Asia Times Online, "There have been some contacts between Hezbollah and al-Qaeda in the past, but those contacts were at the individual level. The two organizations never spoke to each other officially. Neither did they exchange any official delegations.

"However, nobody can deny that individuals of both organizations carried out operations jointly. And as the situation is emerging, there are chances that any time soon the two organizations will be compelled to interact officially."

This is confirmed by a Pakistani intelligence source who is part of an international intelligence cartel investigating regional arms markets.

He told Asia Times Online, "There are so many common interests between the two organizations that it is impossible that bitterness about Abu Musab al-Zarqawi's role against Shi'ites [in Iraq] will continue to be an irritant between Hezbollah and al-Qaeda.

"There is a big arms black market in Central Asia, and Iraqi Kurdistan is the main route [through which] goods are smuggled into Afghanistan and into Syria and then Lebanon. Both Hezbollah and al-Qaeda have been dealing in the same markets, and many times with the same dealers.

The mind set of most of the individuals sending letters to the editor on that web site is pretty sobering. *sigh* - one of these days it will get better.

From your link: However, Bangladesh continues to maintain a policy of complete denial. It has started to make false counter-claims of anti-Bangladesh elements operating out of India.

Hmmmmmm, seems to me "Made in Bangladesh" products just might remain on the rack or store shelves until they come out of their deep denial concerning their sheltering of jihadist training camps.

Primary Bangladesh exports

Snip: 'Since the country's independence in 1971, this is the highest export growth in our history. And all the credit should go to our ready-made garments exporters,' export bureau chief Mir Shabuddin Mohammad told Agence France-Presse.

Apart from textiles, the country's traditional exports such as jute, shrimp and leather also saw double-digit growth during the year, the bureau said.

"FBI investigating man who claimed to be planning to bomb"
Aug 24, 11:12 AM EDT

ARTICLE SNIPPET: "SPOKANE, Wash. (AP) -- An anti-terrorism task force is investigating a young man's reported jailhouse claims of ties to al-Qaida and a plan to blow up a state Department of Social and Health Services building.

While in the Spokane County jail earlier this month, Anthony Garver, 18, reportedly told fellow inmates he also intended to detonate a bomb at the upcoming Pig Out in the Park event and set off a second device when police responded, authorities said Wednesday."

ARTICLE SNIPPET: "Garver's parents have cooperated with investigators and consented to a search of their property in the foothills of Mount Spokane, Brown said.

Evidence found in three searches includes two loaded ammunition clips for an AK-47 semiautomatic rifle, a laptop computer reportedly containing an al-Qaida training manual, a GPS locator device, maps, a mask and other "survivalist-type" gear, said Norm Brown, a spokesman for the Inland Northwest Joint Terrorism Task Force.

No bomb-making components or firearms have been found, but Garver reportedly told jail inmates he planned to build a fertilizer and fuel oil bomb "just like Timothy McVeigh," the Oklahoma City bomber, and blow up a DSHS office in Spokane, Brown said.

He also "bragged that he had an AK-47," but no such gun was located, Brown said.

Investigators took the threats seriously because the man has traveled to Morocco twice in the last two years and might have made terrorist contacts there, Brown said."

That's near my neck of the woods. Red tide is creeping back; it's doing a number on my sinuses.

Here ya go, for the other side of the country:

Worst red tide in years hits Puget Sound

Snip: The worst red tide in perhaps a decade has shut down shellfish beds all along Puget Sound and prompted serious public health worries, state officials said Wednesday. Expanded beach closures have not reached the heart of Washington state's large farmed shellfish industry, and the state said commercial shellfish on the market have been tested and should be safe to eat.

But industry officials worried that more bad news could further damage businesses already reeling from a separate bacterial outbreak. The state Health Department said the newest round of beach closures means virtually the entire shoreline from Everett south to the Nisqually River just north of Olympia is off-limits for shellfish harvesting.

The eastern Kitsap Peninsula also has been affected, along with areas near Port Gamble, Port Ludlow and along the Strait of Juan de Fuca, said Frank Cox, a Health Department marine biotoxin coordinator.

"I don't think we've ever had anything quite to this scale," Cox said Wednesday.

Morocco Arrests 44 Terrorist Suspects
Asharq Al-Awsat / AP ^ | 8/8/06

Posted on 08/08/2006 4:46:30 AM PDT by Valin

RABAT, Morocco, AP -Moroccan security services have arrested 44 suspected terrorists and dismantled a network allegedly planning attacks in the North African country, the state news agency reported Monday. The suspects, who included five former soldiers with explosives expertise, were tracked down in Casablanca and six other cities and towns, the MAP agency reported, citing a statement from the Interior Ministry. Morocco's government has cracked down on suspected terrorists since suicide bombings in Casablanca in 2003 left 45 people dead, and stunned a nation where most espouse moderate Islam.

Police also seized explosives, laboratory materials and propaganda leaflets, the report said. The ministry said that the group's leader was a former convict who recruited Islamic radicals to train them in explosives use and planned to wage a holy war. The group allegedly sought to finance its activities through robberies of financial institutions and bank trucks, the statement said.

Human rights groups allege that innocent people have been caught up in the government's sweep, and that many are tortured.

"'Another one rides the bus...'
These days Irhabi007 rides the bus...

TERRORIST 007 OFF-LINE"

ARTICLE SNIPPET: "e report cited above goes on to note the following:

Tsouli immigrated to London four years ago. At the time of his arrest, his father said Tsouli spoke often of the West waging a war against Islam. Bachir Tsouli, then the deputy head of Morocco's tourism office in London, said his son had few friends and spent most of his time at his computer.

It may turn out that Irhabi007 is not so much representative of so-called 'homegrown' jihadis in Europe and North America as he is of the current generation of jihadis in Morocco. The following graphic from a recent SoFIR report illustrates the predominance of Moroccan jihadis amongst North African users of prominent jihadist forums"

You're welcome Cindy! Noting your Morocco article:

Morocco's tentative tap-dance with terrorism

Snip: .....As far as the Moroccan authorities are concerned, the fact that many of those involved in major terrorist attacks against Western targets over the past year were Moroccans did not reflect ingrained fundamentalism in the kingdom.

Statement from the Department of Justice on Yesterday’s Ruling on the Terrorist Surveillance Program

The Terrorist Surveillance Program is a critical tool that ensures we have in place an early warning system to detect and prevent a terrorist attack. In the ongoing conflict with al-Qaeda and its allies, the President has the primary duty under the Constitution to protect the American people. The Constitution gives the President the full authority necessary to carry out that solemn duty, and we believe the program is lawful and protects civil liberties. Because the Terrorist Surveillance Program is an essential tool for the intelligence community in the War on Terror, the Department of Justice has appealed the District Court's order. The parties have also agreed to a stay of the injunction until the District Court can hear the Department's motion for a stay pending appeal.

"Why Britain Stopped the Terror Plot"
By Insight Magazine
Insight Magazine | August 25, 2006

ARTICLE SNIPPET: "The Homeland Security Department has neither the legal nor technical tools to match the British capture of terrorist operatives before they were about to blow up passenger airliners.

Officials said U.S. law would not have allowed the FBI to conduct the type of surveillance that led Britain to uncover the al Qaeda cell and capture what could be the network’s chief. They said the department also does not have the funding to detect new types of bombs used by al Qaeda.

''What helped the British in this case is the ability to be nimble, to be fast, to be flexible, to operate based on fast-moving information,'' Homeland Security Secretary Michael Chertoff said.

Officials said British authorities have greater powers of surveillance and investigation, which facilitated the capture of more than 20 suspected al Qaeda plotters. In contrast, they said, Congress has been reviewing the Bush administration's warrantless eavesdropping program and military tribunals.

On Aug. 17, U.S. District Judge Anna Diggs Taylor ruled in Detroit that the National Security Agency's wiretap program was unconstitutional and ordered that it be halted. The administration plans to appeal the decision.

"If this program were to be halted, it would hamper our ability to foil terrorist plots," said Sen. Mike DeWine, Ohio Republican and member of the Senate Select Intelligence Committee. "It is a critical tool to prevent America from being attacked.""

Five other suspects in the case have been charged in Bosnia, including two men accused of preparing to blow up an unidentified European target. Three other suspects have been charged in Britain.

Flight From New York Evacuated in Ireland Following Threat (NY - Ireland - 8/25/06)

Friday, August 25, 2006

LONDON — An Aer Lingus flight from New York was evacuated Friday morning following a threat against the aircraft, airport authorities said.

The 239 passengers aboard the plane, Aer Lingus flight 112, were evacuated during a scheduled stop at 0650 GMT at Shannon airport in western Ireland, said airport spokesman Eugene Pratt.

The threat "came to a police station in Dublin, and referred to some explosives aboard that specific flight," Pratt said. Aer Lingus said police received the call at about 0300 GMT.

No trace of explosives was found in the initial search, and all baggage was cleared for an onward flight to Dublin, said Gillian Culhane, an Aer Lingus spokeswoman in Dublin.

"It wasn't an emergency landing. It wasn't a red alert. The flight was coming here anyway," Pratt said. The aircraft was parked at a remote stand as a precaution, he said.

Passengers who were ticketed to go on to Dublin had all been cleared to continue their flight by 0945 GMT, said Culhane. Pratt said security officials decided to remove all of the baggage from the flight to be screened again.
