I can't understand you comments. China doesn't want a full scale conflict on the Korean Peninsula, and doesn't want Japan to drift toward a nuclear capability. Even though, they might already have that. Countries of any size hide all kinds of nasty stuff under the umbrella of black projects. God knows what we have on tap in the Nevada desert, and that is why I find it hard for us to make moral argument for nonproliferation.
