He charged that Israel had used "excessive" and "disproportionate" force in violation of international humanitarian law IMO, 20 dead Hizballah for 1 Israeli civilian is disproportionate. It's too few.

He charged that Israel had used "excessive" and "disproportionate" force in violation of international humanitarian law, and dismissed Foreign Minister Tzipi Livni's contention that proportionality is measured in relation to the threat posed by a force. These people crossed a sovereign nations border, killed a soldier and kidnapped two and Israels wrong for their response. It sounds like an act of war to me.
