Don't not just blame Rice and Goss for not cleaning out State and the CIA, respectively. Bush and co should have demanded to resignation of every Clinton appointee from every department of government in Jan 2001 when he took office. One Richard Clarke comes to mind. This is the biggest tragedy of the "new tone."

Clinton took steps at the very end of his disastrous eight years to ensure that couldn't happen. I'm sure President Bush would have liked nothing better if he'd been able to start with a clean slate.

Sounds good but the Clinton appointees were turned into Civil Servants before Clinton left office, and you can't ask for resignations of Civil Servants. It was a shrewd move by the Clintons. I believe they did this in the State Dept, the Justice Dept and anywhere else where they could. There should be a Federal Law against doing this but apparently there isn't and Hillary made some shrewd moves. She did this to undermine the next Republican president. Only thing that can be done is to demote the Civil Servants for incompetence, perhaps.
