Kim Pyong-il graduated from N. Korean military academy. He was a junior officer when he was sacked. As a favored prince to succeed his father, many ambitious people converged around him, naturally forming a clique. It got bigger and more blatant. Some clique members openly exalted him, saying, "Long live Kim Pyong-il!" Kim Il-sung frowned on this development. Kim Jong-il managed Kim Il-sung to boot his half brother out of country, and purged all around him. He has been wandering among N. Korea's East European diplomatic missions since then. He has been out of loop so long that he may not have his power base inside N. Korea now. He may have old connections. Still, bringing him in at this sensitive period appears to be a risky move. There could be something going on in N. Korea which prompted Kim Jong-il(or somebody else) to stop playing safe.
