A dictator has nothing to do with the method of attaining office. If has to do with the degree of rule a leader has over the country. Chavez is just shy of being a dictator. He really has no end to his rule. Chavez's decree is virtually law. In short time he will abandon the democratic process altogether. After all, why have elections when the people want him... right?
