The US constitution gives sole authority of dealin with the "Indian Tribes" to the US Congress. Any deals by states are not enforceable........

Tell that to Lawgiver-In-Black Barbara Crabb (Carter appointee IIRC), who told the state to either negotiate gaming deals with the Indians or have them do unlimited gaming a long time ago.
