State official points to millions in pork But Blanco expected to sign budget bill

BATON ROUGE -- Facing mounting pressure to strike pork-barrel projects from the state budget bill, Gov. Kathleen Blanco suggested this week that the responsibility for policing wasteful spending falls instead to the state treasurer's office and other state agencies.

Blanco's comments have intensified the annual debate over legislative earmarks, which this year total more than $30 million in the $26.7 billion spending bill that awaits the governor's signature.

State Treasurer John Kennedy, a frequent critic of the governor, accused Blanco of abdicating her leadership responsibility and said that if it were up to him, the pet projects requested by legislators would be wiped from the budget completely.

On Friday, he released a list of hundreds of budget items totaling nearly $10 million that he wants the governor to strike from the budget using her line-item veto authority. All of the projects were inserted into the budget during the last few weeks of the legislative session with little or no scrutiny.

"This is taxpayer money. I can't believe we're debating whether the state of Louisiana . . . ought to be buying bleachers for a riding club," Kennedy said.

During the recent legislative session, the administration failed to actively support a bill that would have imposed strict new disclosure requirements for such projects before they are included in the budget. House Bill 967 by Rep. Dan Morrish, R-Jennings, would have required groups that want money from the state to detail how the cash would be spent and whether legislators or their immediate family members would benefit.

But it was killed in the House Appropriations Committee when Alario, the governor's hand-picked chairman, objected.

Kennedy said he does not have the authority to decide whether a project is worthy, a responsibility that falls to the Legislature and the governor.

Treasury Secretary John Kennedy sent a letter to Governor Kathleen Blanco Friday afternoon with his recommendations for alleged pork barrel projects he believes the governor ought to veto from the state's new budget. The amount of savings from his initial request is huge. When the WAFB 9 News business office computed it, the ticker tape stretched over 3.5 feet. WAFB's Paul Gates takes a look at how much could be on the chopping block if the governor takes the advice.

Governor Blanco is taking heat on some $30 million to $50 million in pork barrel projects requested by legislators. They are tucked away by the hundreds in the 300 pages of the current state budget.

Thursday, Governor Blanco was quoted as saying Secretary Kennedy should also be scrutinizing some of these projects, since he signs the checks. Kennedy says that remark came out of the blue, especially since Governor Blanco has spurned his advice on state spending in the recent past, but he says he is willing to help.

"She is a good person and in her heart she knows the right thing to do here is to veto this pork," says Secretary Kennedy. "I think she's scared to do it. If she's looking for cover, if she wants to pass the buck, I will accept it."

Today Sec. Kennedy sent a letter to the Governor Blanco recommending some 200 initial cuts in pork projects totaling $9.2 million.

WAFB 9 News asked Sec. Kennedy if he really believes the Governor will take his advice and cut the pork from the budget.

"Probably not," he responded, "but I'm gonna try because it's clear to me she hasn't made a decision. She's wavering. She doesn't know what to do and to me it's crystal clear."

On another subject, Kennedy commented on whether the state should accept a donation of a portion of the once lavish Hodges Gardens estate near Many in Sabine Parish. He says the deal is a bad one.

"Last year it lost one half million dollars," according to Sec. Kennedy. "It takes a million to run it and it needs two million in repairs. But the money to do that, the timber revenue and the oil and gas revenue is being kept by the previous owners, so we're getting the problems without the money to fix it. Sounds to me like we're getting a pretty bad deal."

Kennedy says he'll urge Lt. Governor Landrieu's State Tourism Commission to decline the donation.

Blanco's office has not yet commented on the letter Treasurer Kennedy sent to the governor Friday. Gov. Blanco has until Tuesday to decide whether to approve the spending plan passed by legislators as-is, or decide to cut some of the projects.

Sounds to me like Treasury secretary Kennedy would make a better Governor than the one they have.

For example, a $300,000 earmark for Care Unlimited, a New Orleans charity with close ties to former City Councilwoman Renee Gill Pratt and the family of U.S. Rep. William Jefferson, D-La., was included as part of the Division of Administration's budget.

Why, that poor man, Congressman William Jefferson, Democrat, Louisiana is a victim of racial slurs don'cha know.......sarcasm intended.....

A billion is 1000 million, so the total is 26,700 million dollars. The pork is 30 million. 30 into 26,700 is a fraction of 1 percent - check my math on this, my PDA should a negative number with an exponent.

If the FedGov had a budget with pork as a fraction of 1 percent, it would be hailed as "most responsible in the last century" - at least.

And the money in question is in LA, where half the population is under water and the other half under indictment. Don't forget, in Alaska a bridge costs $231 million. Even if you don't want it.
