I can see how blowing up the tunnel would flood the TUNNEL. However, how would it send floodwaters through Manhattan? Water, IIRC, seeks its own level. The tunnel is below the level of Manhattan streets, so how could water from there cause flooding? Why isn't Manhattan flooded right now anyway?

The lame terrorist plan wouldn't work for the same reason a shotgun doesn't "explode" when a shell is fired. A large amount of explosives inside the tunnel would knock ceramic tiles loose, it would kill a bunch of motorists, but the structure itself wouldn't come crashing apart. It is located under hundreds of tons of bedrock.

TRAIN DERAILS OUTSIDE PENN STATION; DELAYS BUT NO INJURIES
A train without passengers derailed early yesterday outside a tunnel leading to Pennsylvania Station, causing delays and service cancellations at the height of morning rush hour. One car of the six-car Long Island Rail Road train came off the tracks around 2:30 a.m. at one end of a rail yard on Manhattan's West Side. The car did not tip over, but it was jackknifed across several tracks, blocking access to some trains parked in the yard,an LIRR spokesman,Sam Zambuto,said.The derailment caused scattered delays of up to 30 minutes on parts of the LIRR system. Service on some lines also was canceled while crews worked to move the train car.

WASHINGTON -- Authorities have disrupted planning by foreign terrorists for an attack on New York City tunnels, two law enforcement officials said Friday. FBI agents monitoring Internet chat rooms used by extremists learned in recent months of the plot to strike a blow at the city's economy by destroying vital transportation networks, one official said.
Lebanese authorities, acting on a U.S. request, have arrested one of the alleged plotters, identified as Amir Andalousli, the other official said. The officials spoke on condition of anonymity because the investigation is still under way.
Sen. Charles Schumer, D-N.Y., said, "This is one instance where intelligence was on top of its game and discovered the plot when it was just in the talking phase."
The planning for the tunnel attacks was first reported by the New York Daily News in its Friday editions, the first anniversary of the attacks on the London transportation system that killed 52 people.
It was unclear how far along the planning was.
"At this time we have no indication of any imminent threat to the New York transportation system, or anywhere else in the U.S.," said Richard Kolko, Washington-based FBI special agent.
But the FBI, in a brief statement, said, "At this time, we have no indication of any imminent threat to the New York transportation system or anywhere else in the United States."
The Daily News reported that the plotters wanted to blow up the Holland Tunnel, the southernmost link between Manhattan and New Jersey, in the hopes of flooding New York's financial district. The desired effect would be akin to the flooding that ravaged New Orleans in the wake of Hurricane Katrina, the newspaper said.
The Daily News said, however, it was unlikely that any plan to flood the financial district would work because it is above river level.
