You're right. In fact, there are actually TWO issues: first, the intelligence of the alleged plotters, second the intelligence of the writer of the article, for not questioning the physics involved.

The fact that it's a terrorist plot to attack NYC again will be conveniently forgotten. The fact that even if it succeeded in blowing up the Holland Tunnel but failed to flood Manhatten would still result in a gold mine of terror to the terrorists will never even have been thought of by the media.

ahhh.... I see what the news writer was thinking: Of course! Water does indeed seek its own level, but think of all those cars, flowing thru the flooded tunnel, after the driver parked and then opened the door at his/her destination in lower Manhattan, each car pouring perhaps 50 gallons at a time into the streets.
Granted, it might take a few years... but this would DEVESTATE Lower Manhattan with these "flood waters" fer sure!
It should say Terrorist but ABC does not believe we have any Terrorist after us!
The fact that they may not have been able to flood lower Manhattan doesn't matter - simply blowing up the tunnel would create havoc, not only at that moment but in the ensuing weeks as traffic had to find some other route into Manhattan, and have a significant economic impact.
But of course, that doesn't matter to the media, which is busy defending the Muslim nutcases in Florida who were plotting to blow up the Sears Tower by declaring, well, they never could have gotten away with it anyway, they were too dumb. That's a defense?
