Behavioral history has patterns, and the "doctrine" of any warfare says hitting multiple targets at the same increases damage/confusion.

I would anticipate two types of attacks - something domestic that affects widespread electronics as a byproduct (EMP perhaps), and something overseas perhaps against the Saudi Oilfields.

If they could generate a significant enough EMP to disrupt electronics and communications the confusion in the aftermath of Katrina would pale by comparison to what would result.
