Especially since the MSM caused the armour controversy.
The best modification for the HV (said as a HV owner) in the Bagdad theare:
1. Light arms armour for doors -- stop rifle bullets and that's about it.
2. A supercharger, less offroad-focused tires, and changed gearing to make the damn things quicker, especially 0-40. (Fuel is pletiful and good there.)
They're slow --- 0 to 60 in 14 seconds or something. Add about a hundred horses and get that to 7 seconds.
Best armour is not getting shot.

This whole up-armor thing was poorly handled by the DOD.
My company has been working on ballistic proof door for the Humvees for FIVE YEARS now. We started WELL before 9/11/2001. (We still produce the regular ballistic doors but these have a MUCH greater stopping capability. 44 Magnum versus 7.62 NATO round multiple shots.)
Why didn't anybody issue a press release that YES we are working on better armor but it takes time, and the weight distribution is not that good. Back when I was studying Automotive Engineering I remember the Roll over Rate (per 100,000 car-years) graphed against Roll over Threshhhold. It was pretty straight forward.
Besides these are Humvees not Armor personnel carriers.
