I have a feeling Bush will move before he leaves office. I don't think there is a general sense that Iran will have a nuclear weapons capability before the end of Bush's term. I think he sees this time as something he can use to position the US in as good a PR position as possible before action.
It could be that taking out the terror networks that we can is an excellent step on the way to taking out Iran.
Iran has threatened to use it terror networks to counter-attack any attack on Iran.
