Mr Malloch Brown's speech was delivered at a conference sponsored by two think tanks, the Center for American Progress and the Century Foundation. Well, there we go- another reason to despise the UN:
* Center for American Progress aka CAP :
I'm reading Madam Hillary which is a more interesting book than I thought it would be.
Page 28 mentions that Hillary has organized and gotten funding (with the help of Soros and others) for several think tanks including the Center for American Progress. The Center has a 501(c)4 designation which permits the propoganda section to be more aggressively partisan.
Sara Wartell, a veteran of the Clinton administration, is the Center's chief operating officer. The Center focuses on hot button issues in Washington with an eye to influencing Congress, the public and the media through a sophisticated rapid response media campaign.
The rapid response media campaign is run by Debbie Berger, the daughter of Sandy Berger!

Maybe Mark Malloch Brown is just going by the talking points he was given:

...The Center for American Progress and its sister organization, the American Progress Action Fund, are at the vanguard of liberal attempts to regain the initiative in the national political debate. Founded in 2003 with millions of dollars from donors hoping to more effectively counter the Bush White House and conservative groups, CAP relentlessly attacks conservatives and distributes talking points to its ideological allies.
Unfortunately, however, the group has also shown a repeated willingness to distort the facts in order to achieve its objectives. In a number of recent cases, CAP has twisted the words of its conservative opponents, misleading thousands of readers of its influential Progress Report newsletter. These tactics show that state of the art spin is increasingly indistinguishable from outright dishonesty.

"Persistent press leaks confirm that Hillary Clinton, and not Podesta, is ultimately in charge of CAP. 'It's the official Hillary Clinton think tank,' an inside source confided to Christian Bourge of United Press International. Robert Dreyfuss notes in The Nation, 'In looking at Podesta's center, there's no escaping the imprint of the Clintons. It's not completely wrong to see it as a shadow government, a kind of Clinton White-House-in-exile -- or a White House staff in readiness for President Hillary Clinton.' "

"Dreyfuss notes the abundance of Clintonites on the Center's staff, among them Clinton's national security speechwriter Robert Boorstin; Democratic Leadership Council staffer and former head of Clinton's National Economic Council Gene Sperling; former senior advisor to Clinton's Office of Management and Budget Matt Miller; and others."
