They do, just some think appeasment is the answer.

World Recognizes Terrorist Threat, Need for Cooperation As silly as this sounds, it's actually true to a large extent. Pols and partisans in the EU do a lot of shouting (so do ours), but behind the scenes our law enforcement people seem to be communicating pretty well. You regularly read about how we caught some dirt-bag because of a tip from the Germans, and stuff like that.

Terrorism is a tactic used as a political tool of opposition by those in an inferior military position. When there is no reason for opposition, then terrorism will disappear.
If Pace is on a campaign to reduce terrorism to a crime, we ain't goin' no where, no way, no how.
