That reminds me of what the former Gov of Louisiana (Presently Incarcerated) said about bribery.

Unfortunately, this was literally true with respect to Louisiana law. The Louisiana legislature had taken care never to pass a law incriminating their acceptance of bribes.

It still may be true today.
