You may be referring to a restriction on naval port calls during either the 1997 civil unrest in Albania after the collapse of the pyramid schemes or else when Albania arrested several Egyptian Islamic Jihad members and extradited them to Cairo in 1998. The government and people of Albania have been consistently pro-American from when they overthrew their last communist government in 1991 right up through the present day as they support us in the UN, allow us to use their military bases for training, and send their troops to Afghanistan and Iraq.

With the exception of the country of "Serbia and Montenegro", President Bush and the USA has received tangible support in the War on Terror from all the other Balkan and Former Yugoslavia countries. Now that Montenegro's separation from Serbia is imminent, we may soon gain one more good ally.
